I really like the method! Simple and easy to understand. Perhaps include a website to visit? Also, 30 seconds may even be a little long for this kind of PSA.
I like the concept of this PSA. I liked that is was simple, the fact the the speaker was silent and all you could hear was the background noise was a creative spin on the format. The only things I would change is the sizing, and like Mark said already, an associated website.
There was an interesting concept behind this, and I see what you were trying to get that. However, it was kind of long, and it would be confusing if I didn't know the PSA was about voting. Instead of just recording background noise, it might have been a better idea to record many sounds separately (person on phone, dog barking, etc.) and then having them get louder and louder towards the end. Just an idea.
Forget all of the other criticizes, I thought that this PSA was great. The elongated time is what held my interest. I kept trying to figure out what was going on and suspecting something to change.
